GURUGRAM: The state government is planning to assign unique IDs to properties in urban areas to prevent the illegal occupation of lands. The government made this decision after it mapped 6,286 villages by using drones and registered ‘Lal Dora’ areas.
‘Lal Dora’ plots are not registered and the ownership of these plots rests under the family that occupies the land. The absence of ownership documents and proof of ownership often creates conflicts. This move aims to register plots and avoid conflicts between families and neighbors.
Sanjeev Kaushal, Chief Secretary, informed that the government had issued over 19 lakh property IDs and registered these ‘Lal Dora’ plots in villages. The state government is also going to prepare a database of all plots and properties in private colonies. The data will be shared with the civic body.
Deputy commissioner Nishant Yadav shared “This will help us keep a check on disputes over ownership of land.”
Once the plots are registered, owners of the land will get proper ownership certificates.
The creation of IDs will help owners to get loans against their properties. Officials informed that there was no ownership in the case of these plots that’s why the government got no revenues for these plots.

The state government aims to hand over 2.5 crores ‘gharauni’ certificates (Land ownership certificates) in the state by 2023. The DM informed that in the ceremony officials handed over 16,000 of the over 18,000 documents in the district.
NOIDA: On Sunday, more than 15 landowners received ‘gharauni’ certificates under the Svamitva scheme of the government, MP Mahesh Sharma was present at the camp. The event was conducted at the camp office of the GB Nagar district magistrate.
On Saturday, a similar event was organized in Lucknow. 11 lakh ‘gharauni’ certificates were distributed to people from various districts in the presence of UP chief minister Yogi Adityanath.
Officials informed that 34 lakh people have received benefits from the scheme till now. A drone survey is currently in progress in over 1 lakh villages to solve land ownership disputes pending for years.
Officials informed that rural areas witness the most land disputes and cases are pending for years. This scheme also allows land lease owners to apply for loans to start their businesses.
On Sunday, the sub-divisional magistrates held distribution programmes for 50 certificates in three tehsils of the district, Dadri, Sadar and Jewar.
Department found out that Sabyasachi Infrastructure is working on the development of a residential licensed plotted colony under the Deen Dayal Jan Awas Yojna in Sector 3 of Farrukhnagar. The investigation started after complaints filed by investors.
Gurugram: On Thursday, DTCP issued notice to the builder for deceiving buyers, collecting money from them and allegedly carving out an illegal colony.
Department further found out that the builder is adding 3.5 acres of adjoining lands to the colony without DTCP permission. DTCP permission is compulsory in these matters.
District town planner RS Batth informed that the builder has executed sale agreements with buyers without a license. He added “The developer has also collected huge amounts of money from them in violation of the Haryana Development and Regulation of Urban Areas Act, 1975.”
He informed that complaints submitted include a sale agreement and MOU with sing of the builder to DTCP.
The notice says that “The developer has to explain the clear status of ownership of the 3.5 acres of land, which it claimed to be adding to its existing residential colony as well as the status of application submitted for procuring license on the said land and reasons for the collection of money from the individuals.”
It is further mentioned, in case the builder fails to submit a satisfactory reply within the given time, strict action will be taken as per the provisions of the Act.

Uttar Pradesh Real Estate Regulatory Authority cancelled the registration of Antriksh Sanskriti Phase 2,3 and Raksha Vigyaan Sanskriti phase 2 under RERA section 8.
On Wednesday UP-RERA announced that the registration of three incomplete group housing projects has been cancelled in Ghaziabad over work delay. Their bank accounts are frozen, to prevent transactions.
UP-RERA informed “Multiple complaints were lodged by the allottees of two projects of M/s Antriksh Realtek Pvt. Ltd and a project of Raksha Vigyan Karmacharis Sahkaari Samiti Ltd. with the Authority under Section 31 of the RERA Act, alleging the violation of the agreement/contract with the promoter and delay in construction.”
According to the promoter, the construction work of the projects began in 2015 and completion dates were July 2022 for phase 2,3 and June 2023 for Vigyaan Sanskriti phase 2.
UP RERA shared “As per on-site verification report of projects received by UP RERA, presently, the construction and development work has been achieved up to 40 per cent in Antriksha Sanskriti Phase-2 and up to 30 per cent in Antriksha Sanskriti Phase-3. Surprisingly, the construction and development work could not commence in Raksha Vigyaan Sanskriti Phase-2.”
“The inspection report also states that all kinds of construction work on the project site are closed for many years, thus the chances of completion of the projects are absolutely uncertain,” it added.
The statement added “This information has been conveyed to RERA offices of other states and Union Territories. It has been decided by the Authority to freeze bank accounts of projects to prevent any kind of transactions related to the project,”
According to the statement, the Project Advisory and Monitoring Committee includes the vice-chairman of the Ghaziabad Development Authority together with a technical advisor, conciliation consultant, auditor of UP RERA, financial institutions and association of allottees responsible for the project.
Expert assistance will be provided to this committee from the Project Management Division of UP RERA to ensure the completion of the project, it added.
Venture X is planning to make an investment worth $ 2-3 million by 2023. Now, Venture X has two co-working spaces in Gurugram with a cumulative 1,200 seats spread across 45,000 sq. ft. in Sector 67. In sector 44 space is 16,500 sq. ft.
The company invested almost $5 million in the Indian market. Venture X, an affiliated brand of United Franchise Group (UFG) coworking division-Coworks, has entered the Indian co-working sector through a franchise-based model. Venture X plans to invest $2-3 million by 2023.

The DTCP is set to take over the project in Sector 68 after the builder’s license was cancelled last month for submitting forged documents and bank guarantees.
The department of town and country planning (DTCP) has commenced the process of hiring a private agency to check the status and prepare a status report of the Mahira Homes affordable housing project.
People to whom the houses were allotted are demanding an immediate takeover to resume the construction work.
According to an official, Sanjeev Mann, Senior town planner informed allottees that HSVP (Haryana Sahari Vikas Pradhikaran) has received a quotation of the amount of Rs. 25 lakh to prepare a status report of the project. The approval is awaited from head office.
A senior DTCP official shared “The agency’s report will include the status of completed and pending work, the amount required for completion of the project and other such estimates. Based on the report, the department will plan the course of action and begin the takeover process.”
An FIR was registered against the developer – Mahira Infratech Pvt Ltd, formerly Sai Aaina Farms Pvt Ltd. In May DTCP cancelled the license of the project. Around 1500 home buyers have been left in the lurch after this news came out.
Around 90 buyers of Mahira Homes in sector 104 arranged a meeting with H-RERA chief KK Khandelwal, seeking orders to stop instalments from being paid till the investigation is complete.
Kamal Bhardwaj, one of the buyers “We have been left with no other option but to approach the high court”.
Owners claim that their properties were registered with due process and the properties are legal. They also disagree with the declaration of authorities, which says that their properties are located on a ‘floodplain’
NOIDA: On Thursday, a handwritten note pasted on the front gate of a farmhouse in sector 135 said “please don’t destroy us.”
The letter was addressed to Noida Authority CEO Ritu Maheshwari, pasted on the gate of another farmhouse said “Despite the status quo order passed by the HC… you have deployed JCBS and full force to demolish the properties… The same shall amount to contempt of court.”
The notice referred to the Allahabad High Court’s order to the Noida Authority which was issued earlier this week to maintain the status quo on the demolition drive in the area of the Yamuna floodplain for 20 days.
The area has witnessed 5 demolition drives since May 31, three in Sector 135 and recently on Thursday morning. About 110 farmhouses have been demolished.
The Harit Kisan Kalyan Samiti, a group of 53 owners of farmhouses who filed the petition in the High Court – called a meeting at their club in Sector 135 to discuss the ruling and decide the following action.
One of the owners and the member of the Samiti shared “There are several rulings of the Supreme Court, Delhi High court and Allahabad High court defining the floodplain area. We are going through all of them and we’ve found that we are not in the floodplain at all. We will submit our objections to the authority on the basis of these orders.”
“People go to the hills in search of nature, and we have done the same here, which should not be wrong at all,” he added.
A villager, Sachin Kumar also commented “A large number of constructions have come up in the past three to four years, but a lot of them are older. They are equipped with swimming pools and all sorts of luxurious items. During Covid, many owners stayed here for months. Now they come here with their friends once in a while.”
